There are many many latinos in Europe. There are many in Italy, Spain and France. Back in the day Spain allowed citizens of their former colonies to enter visa free* so many South Americans moved to Spain to work and some moved from Spain to other EU countries to get better jobs once they had legal papers.
If one goes to salsa venues in many parts of Europe, there will be Cubans for sure if it is a Cuban salsa venue. Also these days, Venezuelans and Nicaraguans fleeing the dire conditions there go to Europe as it is easier to get in than it is to get to Canada or the US.
When we were in Madrid in September 2021 I was surprised how easy it was to understand the Spanish accents people were speaking. Then my wife (from Cali Colombia) explained "He is from Ecuador" "She is from somewhere in Central America" "They are Colombian... Venezuelan etc" and then it made sense that I had no trouble with their accents.
*They may still allow this for elder care workers as Spain does not have very good assisted living facilities. I know several Colombians who left and went to Spain to work as live-in elder care workers.
