So when they say “xyz way” only the street corners are named and not the whole street?
Technically the entire street from East to West is xyx way. The city just doesn't always alter every avenue to highlight this. There's also issues of existing streets already being named. They've become much more lax with it but it used to.be that if a street was already.named after someone, you could not submit an application to have that street renamed. Since 2010 it seems thst rule has gone out the window. 86th and Columbus is now Larry Harlow Way. Yet if you head down to 86th Street and Amsterdam the street sign has the name of someone else entirely. Go further West or east and it's just 86th Street. So it could be thst they toned down renaming the entire street and are limiting it to just corners. That reality represents the streets named after Charlie Palmieri, Chocolate Armenteros, Arsenio Rodriguez, Mike Amadeo, The Young Lords, Larry Harlow, Pura Belpre, and a dozen or so more.

In the case of 111th Street and 3rd Avenue that is called Machito Square. Which is exclusive to that street only (as opposed to "Way"). Same with La Lupe.

The hardest thing of all is justifying why the street should be changed. Getting signatures from people in the neighborhood the street belongs to that agree it should be changed. Unless of course you have "juice" with the elected who represent the district a street is in. Chocolate passed away and the following month 122nd street is named after him. For Charlie Palmieri it took 16 years. Cuban Pete has yet to get his street corner and may wrll not get approved. Unless anything changes with how it gets pursued.
