I've learned that move as lasso. His break steps mainly are on 2/6 although I see him going 1/5 here n there

As others have pointed out the move in question, I’ll answer the timing question.

Oliver is dancing On2 exclusively throughout. He’s one of the most precise steppers out there and in this video, like in most of his videos, NEVER goes On1 ever. I watched the entire video fom start to finish just watching his feet and even though this song is a mess, his stepping is constant. There should be no confusion about his On2 in this video for anyone who is experienced to know the difference.
