Ok, I was not so far of thinking about the Wailers, but my first guess of Bob Marley was wrong. The song was written by Winston Rodney and Phillip Fullwood. It is called "Marcus Garvey" from the album of the same name. In the video there is just short loop, but I'd look for Sly and Robbie recordings first. Since they could be one of the most recorded artists ever, there might be many versions under different names. They are really good at what they do, I hope time will be well spent It's not in Sinead O'Connor album, I checked. Actually it might even be some instrumental track.
