I think you are correct about this. I think perhaps because unlike BR, salsa is largely a dance which is more accessible to newcomers due to the many clubs/events open to everyone pretty much every day or the week in larger cities . The typical lesson before the dance can't be too specific or detailed, because it is geared towards newcomers/beginners and the goal is to make it easy enough to experience some degree of success without having to invest too much time or energy. That comes later, for the ones who enjoy the initial success.
Another difference is that BR has a much higher overhead to support than salsa/bachata (studio, teacher) whereas salsa has many "volunteer" instructors who are willing to teach just because of the fun of it.
