Just enclose a link to a picture that is availible somewhere on the web between the
[img][/img]
tags. It doesn't work for pictures that are only on your local computer... You must upload it somewhere first...

Use Image, Stretch/Skew (ctrl - W) and alter the horizontal / vertical percentages - use the same value to preserve the aspect ratio.
